Install DirectX 9.0c on Windows 98
To use newer software on Windows 98, it’s recomended to install Microsoft graphical library DirectX version 9.0c (9c).

Alternatively, DirectX 9.0c offline installer (which does not require Internet available) can be downloaded here (about 95 MB) from eastbuttress.com.
Choose your operating system language and download the exe file.
When you launch such executable file, it will start downloading DirectX software on-line, so you should have Internet enabled.
After the installation, you should restart Windows 98 to activate DirectX 9.0c.
